Information about Upcoming Election:
On May 21, 2019 an election will be held for the purpose of electing board members for the following THPRD positions:
- Director, Position 4, 4-year term
- Director, Position 5, 4-year term
- Director, Position 2, 2-year term, filling unexpired term
- Director, Position 3, 2-year term, filling unexpired term
THPRD board member positions are elected at-large meaning directors represent the whole district.

Role of Board Members:
THPRD is a special purpose local government formed to administer park and recreation services within its territorial boundaries. The Board is designated as the governing body for the District and is to exercise the District’s powers. The Board has legislative, administrative and quasi-judicial authority.
- The Board is made up of five members elected to office by voters within the District.
- Board members set District policy and oversee the District’s annual budget of more than $60 million dollars.
- Individual Board members have no authority to act on behalf of the District as individuals but only as a member of the Board at Board meetings, except as the Board may authorize otherwise.

The mission of the Tualatin Hills Park & Recreation District is to provide high-quality park and recreation facilities, programs, services, and natural areas that meet the needs of the diverse communities it serves.

We will enhance healthy and active lifestyles while connecting more people to nature, parks, and programs. We will do this through stewardship of public resources and by providing programs/spaces to fulfill unmet needs.

- 02-09-2019: First day to file candidacy
- 03-21-2019: Candidate filing deadline
- 03-25-2019: Last day to file for Voters’ Pamphlet
- 04-30-2019: Voter registration deadline to participate in this election
- 05-01-2019: First day to mail ballots
- 05-21-2019: Election day
Questions About Terms:
Terms of office are typically four years. Position 4 and Position 5 are for four years. The terms will begin on July 1, 2019, and end on June 30, 2023. The term of office for Positions 2 and 3 are two years because the positions became available due to the resignations of the board members elected to office in 2017. Candidates for Positions 2 and 3 will be elected to complete the existing terms, running from July 1, 2019 through June 30, 2021.

History of THPRD
In the early 1950s, a local physical education instructor, Elsie Stuhr, determined that Beaverton-area residents needed more opportunities for recreational activities. Never one to shy away from a challenge, she began an initiative campaign to establish the District to focus on parks, open space, and recreational activities. On March 4, 1955, the voters spoke and affirmed Elsie Stuhr’s vision. Today, THPRD is the largest special park district in Oregon, spanning about 50 square miles and serving 250,000 residents. The District offers year-round recreational opportunities for people of all ages and abilities. Offerings include more than 6,000 classes, nearly 100 park sites, 70+ miles of trails, eight swim centers, six recreation centers, and 1,500 acres of natural areas.
